Disconnecting from a Dial Up Account

I have a PC in our organization that won’t disconnect when told to. Tried the right click and disconnect from the system tray, tried the disconnect prompt within the dial up networking folder, every diagnostic I’ve run said the modem is fine ( US Robotics). What am I missing?
