Disk defragmenter keeps restarting

I have Windows 98SE on my computer. I am having trouble getting my disk defragmenter tor run the whole way through. I have disabled screen savers, virus scanner and everything on my task bar. It will run to 90% and restart. Can you tell me why and how I can get this to stop?
