“Disk not formatted” Error

Pentium 233, Win98SE, Award 4.51PG bios dated 1997

Floppy drive works fine when I boot up in DOS mode, but when I boot into Windows, any floppy I insert in the drive comes up with the message “Disk in drive A is not formatted, do you wish to format it now?”

1) The disk is actually already formatted and has data.

2) If I answer Yes to the format question, the disk does not get formatted, instead I get the invalid track 0 error.

3) I can format a floppy perfectly in DOS (DOS mode boot, not DOS window in Windows)

Any help would be appreciated. Thanks.
