display problem

when i start pc display is fine, still good when initial windows (98 or xp) screen displays, when i sign in or log in the display goes crazy, the problem is the refresh rate but i can’t seem to fined a way to change it. under display properties the only choice is adapter default, which works in safe mode but not in normal mode. I’m baffled
