Downloading program file

Whenever I click a download link to download a .exe file in IE 5.5 or 6.0 nothing happens(no “save file to” dialog box appears). I get a blank page with a small icon in the left corner. I can dwnld other types of files, eg.,.zip,.txt with no problem. I do not have this problem with Netscape. My O/S is Win98SE.
