DVD causes OE when installed

I receive:
An exception OE has occurred at 0028:00000009 in VXD—. It may be possible to continue normally. After Press Enter.
A fatal exception OE has occurred at 0147:0000663D the current application will terminate. Press Enter then cpureboots then locks up on win98 screen. try all jumper combos and the cdrw works but not the DVD. DVD not seen in properties.
