DVD ROM Installation Error

I have just installed a 12X/40X DVD-ROM in my COMPAQ 7470 and used the PowerDVD software to setup the system. I have the DVD Rom on the Secondary IDE port along with a CDRW. I have been able to play CD Audio on the DVD but I have gotten the msg 89020003 when trying to access a DVD Disk and do not get any picture from the disk.
What does this message mean.???
