EAI and B2B – first steps

Am looking at creating a controlled environment for scheduled interface processes. Need to get legacy files transformed, with lookup in external mapping tables, business rules, aggregation of records, summarizations and splitting, before sending it off to PeopleSoft 8.
My client is hesitant to go the full-blown EAI vendor route (NEON, Mercator, BEA).
Any suggestions?
