emm386 and devicehigh

i just installed a 40gb harddrive and followed the instructions to the letter but if i dont use a bootdisk it does not load windows and after i have had it running for a while when i turn it off and come back to it later it comes up with a screen for scanreg and tells me there isnt enough free memory to complete the operation and that i need to load emm386 and add devicehigh to config.sys i have installed three other hard drives before this one and those went smoothly what am i doing wrong withthis one?
