Explorer caused an Invalid page fault

in module SHLWAPI.DLL at 017f: 70bd2bd3.
During boot up of Windows 98SE. Pentium 233 @68mb ram. The above error shows up. I noticed it still logs into the Microsoft client lan and the taskbar loads then dies when anything that needs Explorer.exe starts.
I tried replacing Explorer.exe, SHLWAPI.DLL, cleaning out all C:\windows\Temp files, reloaded Win 98 from CD and local cab files.
The last program loaded on the system was Nortons Utilities 2001 but it had been working fine. Any good ideas?
