Explorer errors

I have a Plll 800, 256mb, 20gb running WIN98.
When ever i open control panel an EXPLORER error message comes up saying “the program has performed an illegal operation and will be shut down”.
There is no conflicts and I have done a SFC.EXE which came up clean.
Any ideas?
