explorer not responding

when I try to use my cd-rom or cd-r my computer hangs and explorer doesn’t respond.when Iran hwinfo I received this message:
this device has a problem code=22(0x16)
this device is disabled
ACPI IRQ holder for PCI IRQ steering.

does this mean my IDE cable is defective?
