Explorer.exe at bootup

I am receiving an Explorer.exe error at bootup on a win98 SE box. I have attempted reinstalling over the OS and have even edited the shell=explorer.exe statement. Nothing seams to work. I have renamed the old and recopied from a machine that works and still nothing. Any pointers? All it does is sit on the background screen. It will not finish booting.
