explorer.exe trouble

I often get a message that explorer.exe is not responding. I have reinstalled and updated my Internet Explorer several times; the explorer.exe file is NEVER updated from the year 1998, and the same annoying message reappears, forcing me to reboot.
Does anyone know the cause – and how to solve the problem?
