Fans- No LED’s

When I hit the power button- the HDD LED will light for a second,(then go off) the power LED does not light up at all, all the fans are running, system will not boot (can hear the hard drive running too). This doesn’t happen all the time, but most of the time.The other times, it boots up fine. Any ideas? TIA
