Fatal exception 0E in VXD E190xBC5(01)

I am getting a fatal exception 0E at 0028:C29C3036 in VXD E190xBC5(01)=000053D6 off and on when using the internet over our network with winproxy. This causes “the blue screen of death” and causes winproxy to terminate. Is this a hardware problem,or a software problem?
