Fatal Exception

I am receiving the following error on a win95 desktop. “A fatal exception OE has occurred at
0028:C023199B in vxd vmm (00)+0000199b. The current application will be terminated”
This error most often occurrs when I am logged on to a dial internet connection. I also on occasion have been informed that a 32bit driver is causing this. Is that true and how do I locate and replace it? Can you help point me in the right direction?
