Floppy Drive Failure (40)

Hi,

I upgraded a PC with a new motherboard, RAM, CPU and case. Used the old floppy, hard drive
and CD. On boot get message..
Floppy Drive Failure (40)
The light stays on on floppy drive (no, there is no disk in drive)
Everything else works fine.
I tried a new drive, new cables and get the same message. Any ideas?
