Floppy Drive problem

I have a floppy drive in a system (AMD k6-500) which gives a read error. I changed the floppy drive, the floppy drive cable, checked the Device driver and still when I try to read or perform any action on the floppy drive the system says that the drive is not formatted. If you try format a disk it does not do it. The system is running Windows ME. What could be the problem?
