Floppy drive problem with Win2K

Have had multiple computers that give the error message: disk not formatted. Would you like to format now? The floppy disks are known good. The majority of the time, if reboot pc, floppy works fine. Sometimes is necessary to replace floppy drive. One out of 20 computers get this error message. I would like to find out if there are any known issues and fixes for the problem. Only happens with Win2K. We are spending way too much time on this issue. Here is a sample of one of the pc’s components:
Intel D815EEAA MB with onboard video and sound.
Pentium III 800 MHz
128 MB SDRAM
30 GB SEAGATE HD
HP CD-RW 9340I
** TEAC 1.44 MB FLOPPY **
3COM ETHERLINK 10/100 PCI NIC CARD
CREATIVE SOUNDBLASTER-PCI
ATI ACP 32MB RAGE FURY PRO VIVO
WINDOWS 2000 PROFESSIONAL
