Floppy format error

When trying to format 3.5 floppy, I get pop up that says “Windows cannot format because it is write protected”.
Installed W98SE over W95.
Machine did have a couple of worms, which I cleaned out.
It will read the floppy ok. Just when I want to copy to it or format it gives the error about being write protected.
Suggestions?
