folder \startmen\starttab does not exist

Happening on all compaq deskpro workstations connected to a Novell Lan. If you click on the start button, all the program names are missing so you cannot click on setting to get to control panel or run a program file. But, the icon are still on the desktop and you can run outlook, explorer, and my computer without problems.
