Format Hard Drive Problems (MBR)

I have a 2.2geg hard drive that I cannot format. What happens is the drive formats up to 99% then stop and says cannot write to boot. I had linux installed and the hard drive was partitioned, I removed the partitions and fdisked a new one…. I also tried fdisk /mbr but still couldn’t complete the format…. Once I get the drive formated I want to install win 98. The boot disk that came with the Win98 CD did not work also……Help… 🙂
