Formatting DVDRam

I’m having trouble finding anything that says it exlicitly, but apparently on Windows NT Workstation 4.0 you must have Administrator privileges to format a disk. Is this also true for a removeable DVDRam? Is there anyway to permit someone with less than Administrator privileges to format a DVDRam?
