Fresh Build Blank Screen

Just completed a new PC from scratch. P2 450. Plug monitor in and screen is just blank. Looks like monitor goes into standby and no beeps. Video is onboard im almost positive that all the jumper setting are correct. Anyone have any trouble shooting ideas? I havent connected mouse nor any CD Rom. Floppy drive light also does not come on unless its improperly connected then it just stays on
