FTP AS/400 programs

Hello,
I am able to FTP database files, save files, DDM file between AS/400s. When I try to do the same for PGM or othere types of files, I get nowhere. Am I trying to do the impossible? The two machines are now at different OS levels (VR43 and V5R1).
