FTP ports

Since a week now, I haven’t been able to access your Newsletter’s links. I have found the reason in your Frequently Asked Questions section. It suggests to ensure that FTP ports 20, 21, and 80 are open. QUESTION: How do I go about doing this? I am using IE 6.0 and Windows XP. Thanks
