Full T1 vs Burstable T1

What would be the best way to determine if you should go with a burstable T1 or go with a full T1? Trying to get the scoop on this is very hard because most people who are offering info are salesmen. If your company has less than 100 people; and very few internet based applications.. I believe the burstable T1 would be sufficient. Does anyone agree?
