Get Last Error – Access is Denied

I keep getting this annoying message! It only appears as my connection to the interenet connects and then everytime I go to a new site or web page. It doesn’t seem to hinder anything, just my patience! I go thru dialup networking, using tcp/ip. Iam using windows me and have outlook express. I have tried everyhing to no avail.
