Hard disk cannot be formated

Im not able to format my hard disk. when I installed this windows 2000 pro,after that I tried to format hard disk It should that the hard section is 2047 locked, and thus Im not able to boot my hard disk neither Im able to install win98 or win NT 4,I have tried all sort of formating and partitioning but that does’nt helps.What should I do? Please help me out (my hard disk is IBM and 8.2 GB).Reply me soon.
