Hard Drive Horror!

What does hard disk fail (20) mean? I am installing a second HDD 8.4GB quantum bigfoot ts. I set the jumper to slave and my 1.6GB WD HDD to master. If I use a boot disk I find that I can access C drive, but when I try to start win95 it locks up.
