Hard Drive no drive letter assigned

I installed a 40 GB Maxtor HD as a slave in a Compaq Presario 5441. It worked fine until I decided to flatten the primary Master and reload win98. Now the drive shows in device manager, but doesnt get assigned a drive letter and does not show under My Computer.
I have searched Compaq’s web site for an answer, I would suspect a bios problem, but it had worked previously. Also, in the Compaq CMOS setup, I dont see any place to check or change hard drive settings.

Any ideas? (I’d trash the Compaq, but its a friend’s.)
