hardware affected during brownouts

I have a pc that broke down during brownout.I restarted my pc when the current went back but i only have a black screen, although fans e.g. cpu, power supply, video card,and the extra fan were running. i change the video card trice with different brands but resulted nothing. Please advise what to test/repair.
