Hardware Loopback Tester

I’ve been doing some reading for a couple of certification exams and I keep running into this device called Hardware Loopback tester for a NIC card. I asked around and on one seems to know what this device is. So if anyone knows what this device is,who manufactures it or even how to make on yourself please let me know.
