HDD not recognized on PC

Hi,
I am trying to ghost a 60 gb disk on my pc. The 60 gb is not recognized on the pc. Running W98 with cd-rw, cd-rom, tape. No matter what ide position I install it master or slave it is not found. I can set the bios to none and leave only ide 1 master and it still is not found. No matter where or what it is not found. I also tried another 40gb and same thing. The HDD is not formated yet, will that make a difference.
