HELP!!!!!!!

I am working on 4 computers at work that are Pentium MMX 133MHz. I am trying to fdisk, format and do a fresh install of Win98. None of the four hard drives will format completely. Some of the various error messages are : Trying to retrieve allocation unit, unknown error occured fail or try again, etc. I have tried to let the W98 cd partition and format, I have also tried W98 boot disk (fdisk) to create a new partition, and even Partition Magic. Help! Any ideas would be apprecialted.
