Help Troubleshoot Install of Harddrive

I have an HP Vectra PIII 500 Mhz. I installed a new 30GB harddrive but I can’t get it to boot. I am getting one long and 2 short beeps which led me to believe the video card (built in motherboard) was bad. What is my next step? I am very new at IT and will appreciate any help. I have tried reinstalling the drive and attempting a boot from a recovery bootdisk. Thanks.
