How do I change modem using wrong port?

My 56k modem started connecting at less than 9600 recently. In exploring, I have discovered that the modem is on port 5 rather than 2. How do I move it? I have tried deleting it and reinstalling, I dumped Windows and reinstalled and am at a loss. I have no idea how it even got moved. Any help would be much appreciated!
