How to access Paq files off HP recovery

I have a HP Pavalion 6640C (maybe a problem on its own) and installed a WEB cam Go plus USB, win 98SE sees the USB device and driver starts to load, but no CAB files on the H/D under the windows/options directory and now way that I know of to copy the cabs from the emergency recovery CD to the H/D to finish laoding the windows files to enablew the USB camera?
