How to install Windows Me?

I’m trying to upgrade my system from a AMD 500MHZ socket 7 to a AMD 1.33MHZ socket A onto a new 40MB HDD and I can’t get it to go anywhere then boot from cd to HDD and then it goes to Windows setup and freezes. I was told I needed a new boot disk.Where do I get one I just brought a OME Windows Me. My Window 98 Boot disk doesn’t get it. HELP!
