How to Manually assign an IRQ in NT 4.0?

I need to assign an unused IRQ in Windows NT 4.0 for use with an ELSA Gloria Quadro DCC graphics card. I’ve looked at many resources, but I can’t find a ‘recipe’ to accomplish this. If you know how to manually assign an IRQ for use with a graphicscard, I would greatly appreciate your answer. Also, I’d like to know how one can determine whether or not the AGP slot on a motherboard is AGP 2.0 compliant. Thanks.
