How to use 2nd copy of FAT as default.

My Norton NDD finds and checks both FATs but I want to flip (use the 2nd FAT as the default) Win98se. How to… Don’t want to FDisk the drive, just massage the boot record to use the alternate FAT to get the system ginning.
