HP 6470Z Poor Performance with Win98

I have a HP 6470Z Pentium 2 PC with 256MB ram, 13GB HD. Recently a CD-RW drive was added along with additional memory. Outlook Express was upgraded to 6.0. Since doing all of these things to the pc, apps like Word97 take close to 5 minutes to load. I’ve had problems with printing simple 2 page documents. Have had to reboot 2 times just to get the document to print. Games that used to perform just fine, run very sluggish.
I checked available resources with Word97 open and it showed 60 % available.

Does anyone have any suggestions on what I can look for that is causing this poor performance? Any suggestions for what I can change that might help?
