HP VE 4/66 486 and adding a cdrom

I am putting together 4 computers for a church, for free. I am using HP computers. All or most is used, everything works great untill I plug in the CDROM then reboot. It just hangs no post, the power and HD light stays on. If I disconnect the cable it starts booting fine. The CDROM was a good pull from another computer. It’s a model CRL1100I (AT) it should work with a 486?
