I need help please…

I have recently built a new comp from scratch and after installing all the hardware I turned it on and nothing came on the screen. the harddrive clicked and my cdrom drive light turned on but still nothing happend. also my cpu fan seems to spin backwards and pulls air in instead of out. any advice would be most helpful thank you.
