IBM PS1 w/Windows 98 and HP Scanjet scan

I have been trying to get an HP flatbed
scanner (HP scanjet) to work with an IBM
PS1. It has worked before with Windows 95.
We installed 98 on it in place of 95, and
now every time we go to use the scanner, an
error dialog box stating that another
application is using the scanner and to
close the other app.
Problem is, no other apps are running. I
then installed it on a notebook with the same
resources, and it works fine. Does anyone
have any hints or clues on this type of
problem? I replaced the HD with a 4.3Gig unit in place of the .5Gig unit the machine had in it originally that had the Win95 on it. So we started with a clean install.
Any help here would be appreciated.
