IBM ThinkPad 390E boots in MS-DOS mode

My client’s Thinkpad boots into MS-DOS mode each time he switches on. When he types Exit to get into normal Windows mode, system reverts back to the C:\WINDOWS prompt. ThinkPad came preinstalled with Windows 98. How can I solve this problem?
