icon madness

For some reason some of my icons on my cpu have a distorted fuzz on them. Especially in Control panel. I have run norton antivirus software and it didn’t find any viruses.

This is a church computer that uses dual monitors for song display purposes. Recently I had trouble installing the live value card. Now it works but these icons remain. I am also having trouble installing anything on this computer. I really don’t want to do a full dump on this computer if I don’t have to. Please help.

I am running an AMD Durun 700, Ati All-in Wonder 128, S3 Graphics Pro Savage, Creative Labs Live Value Card on Win 98.
