IDE Controller Problem

The problem I have run into is with the CD-ROM. The bios recognises the CD-ROM however in win98 it doesn’t. Under devices there are three controllers listed under hard disk controllers. Both the Primary and Secondary IDE Controllers have exclamation points, however it says the the correct drivers are installed when I try to update them. The other controller is a set to control both prim and sec. I am not able to remove the prim and sec controllers with the !. This is an HP Pavilion.
