Informational Error 5719

I get an access denied on an IBM Thinkpad with Windows 2000. This labtop is not hooked up locally but will be dialing in if they need network access. The user was setup locally so that the user doesnt have to dial in to use the PC. Is there a way toget rid of this annoying error so that the user does not have to accept the error everytime he shuts off and logs on to the computer to work on something? Technet isn’t helpful. Is there a way so that it wont look for the Domain everytime the user logs into the computer locally and not the domain?
